Information for Local Authorities
Flourish Fostering is an independent therapeutic foster care organisation operating across southern England. At Flourish, we want every child, every Foster Parent, and every worker of a referring local authority to have an outstanding experience with us.
At Flourish, every decision we make as an organisation, as Social Workers, Therapists and Foster Parents, is based on the principles of therapeutic fostering – the idea that understanding what influences the way a young person acts and thinks, and responding with the right techniques, can lead to positive life changes. Our outcomes, and numerous testimonies from external professionals, show that our model really works; but we don’t sit back and believe we’ve reached the pinnacle of our success, we continue to learn, develop and improve upon a service we are already proud of. The Flourish philosophy is that all the time there are children who need better than the best that’s available, we owe it to them to expand our efforts.
Local Authority Collaborative Working
We work collaboratively with many local authorities. If you are thinking of referring a child to Flourish Fostering, it is important that you know the kind of service that will be provided.
Please feel free to contact the Managing Director, Dr Mica Douglas or Registered Manager Karen Heard; if you have any questions or would just like to talk through whether Flourish Fostering would be the best place for the child or young person you have in mind.
Running Therapeutic Fostering Services at the Highest Level
The six original founders of Flourish Fostering have accumulated an impeccable heritage in fostering, social work, professional therapeutic disciplines and specialist childcare services. In addition we have over 20 years working together as a team in building, developing and running therapeutic fostering services at the highest level.
Our overarching commitment to attaining the best possible outcomes for young people is reflected by the excellent retention rates of our children in placement and the exceptional educational outcomes achieved.
Inspection Results
Ofsted is the Government department responsible for inspecting a range of educational institutions and care provisions, including schools, creches, educational facilities and fostering organisations.
The latest Full Inspection Report (June 2021) found that the overall experiences and progress of children and young people is outstanding.

Our Promise
Our matching is carefully considered and robust. As a specialist therapeutic fostering organisation, Flourish uses a matching process that is evidence- and practice-based, to ensure the right support for children and Foster Parents at every stage of the matching process. We only accept placements that are within our skill range.
The assessment, and management of risk, are the heart of matching and this guides our therapeutic planning to support the placement. After reviewing the initial risk assessment completed by the local authority social worker, we have discussions with the local authority social work team, any current Foster Parents or residential care staff, educational provision and therapeutic professionals involved with the young person.
Flourish corroborate and assess the needs of the young person with the identified Foster Parent through a comprehensive matching support plan, which can be offered in the following areas:
